Transcript:
Farmers Arms, Cardigan. Licensee and owner, Captain James; gross value, £12, rateable, £9 10s.; committee agent's valuation, £208 18s. The evidence given at petty sessions when the licence was referred was confirmed by Sergeant Evans. The house had been closed for trade since December, 1915. Mr. Hughes's estimate for compensation was £208 19s. When the house was offered for sale a genuine bid of £390 was made and Mr Hughes thought £300 enough for it as a private house. It having been stated that the rental of the house licensed should be £20 and £12 unlicensed, the Chairman (referring to the ratable value), supposed there were competent overseers at Cardigan. On being informed that there were, he asked how was it then that the gross value was £12 only. In reply it was stated that union valuation was no fair criterion of the annual value of a house. The valuation list of a parish was not a criterion of the value of property in a parish. The Chairman But they put £12 gross and £9 10s. ratable, and it is stated that the value is £20. It is very remarkable. The claim was £430 11s. 8d. and the Committee allowed £149 11s. 8d. compensation.
